Overview: The Customer Service Department, a Division of the Finance Department, prepares the utility bills, answers questions regarding utility service, issues bills for special service areas and sidewalk projects, and processes parking ticket notices and payments. Utility bills are mailed each month for water, sewer, and municipal waste. The City contracts with Waste Management to pick up refuse.
Start or Stop Utility Service
To start utility service, please fill out the application form and return it to Customer Service. To stop utility service please contact Customer Service.
Shut off for Non-Payment
If your service has been terminated due to nonpayment please contact Customer Service. Any payment made on-line or via the automated phone system, must be reported to a Customer Service Representative in order to get water reinstated. A $120 turn on fee will be charged. The utility department has 24 hours from the time payment has been received to reinstate water service. The City is no longer sending out delinquency notices separate from the utility bill. If you are delinquent, your water bill will include a message letting you know that your water may be turned off for non-payment.
The City of Joliet utility bills are calculated in hundred cubic feet (HCF), 1 HCF is equivalent to 748 gallons. Current utility rates are summarized in the water rate table. The detailed rate structure can be located at www.municode.com. Bills are calculated for days of service on water, sewer and municipal waste, as well as actual water consumption.
The City offers a discount to residents once they have reached 65 years of age. Seniors who wish to apply for the discount must provide documentation of their age to Customer Service (i.e. a valid driver’s license or ID).
All applications for residential water and/or sewer service must be accompanied by a $125.00 deposit. If the applicant is the owner of the building, no deposit is required. All applications for commercial or industrial water and/or sewer service, must be accompanied by a deposit in the amount of two (2) times the average water bill at the premises. If the applicant is the owner of the premises to be served, no deposit is required. The deposit will be applied to the account's final bill, and any credits remaining on the account will be refunded to the account holder. The account holder is responsible for notifying the City in advance of vacating the property, and providing a valid mailing address to where any refund checks should be sent.
Winter Quarter Averaging
The City of Joliet offers winter quarter averaging during the summer months. This program reduces the sewer portion of your utility bill from July through October and takes the place of pool fill or lawn watering credits.
A 10% penalty will be charged if the water bill is not paid in full by the due date.
